Battery is uncharged

My phone is dead. Not sure if it is the battery. Should I be able to power on the phone while plugged into the charger if the battery is dead? When I try this it flashes the Verizon logo, starts to power on, then goes dead. I don't want to buy a new battery if it's a bigger problem.
