I think it's BIOS, asks for password on startup, before windows starts up

since it's a BIOS password on a laptop, you might need to get the backdoor password - laptops usually store in NVRAM and have for years. First thing I would do is take the CMOS battery out and leave it draining first -- but the motherboard needs to come out: Acer Aspire 5251-1513 Motherboard Replacement

Given the battery is a PITA try the backdoor method first. Give https://bios-pw.org/ a shot since Acer uses generic BIOSses. If it doesn't work, https://www.biosbug.com/hp-8-digit-new/ might have it -- select Acer, I used HP i+8 given they are easier to find with HP i+8 generation.
