The 2013 revamp of the desktop Mac series known as the Mac Pro.

Fan is spinning but SMC reports 0 RPM

This problem occurred after I upgraded the CPU and RAM.

Tried resetting PRAM and SMC to no avail

Replacing it with the original CPU also has no effect.

Has anyone encountered similar problems?

It might be macOS itself doing this;
I suggest following these guides (first do First Aid, THEN reinstall macOS):
Note: reinstalling macOS will NOT delete your data on the SSD.
