STOP!

Contact seller & eBay ASAP!

If the system is locked you need to get your money back here. You can't reward theft by sucking it up by buying a new logic board to replace the locked one.

Here is the IFIXIT guide you'll need to follow: MacBook Pro 13" Retina Display Late 2012 Logic Board Replacement and here are two possible logic boards:

You may need to replace the SSD as well here. I would get this SSD Enclosure for 2012 & early 2013 MacBook Pro with Retina display and you'll also need to find a friend with a Mac so you can scrub the drive down and prep it up with a clean copy of macOS. If that fails you'll need a new SSD as well.

Why did you wait so long to turn it on?

It will cost you $800 - 1000 to replace the logic board more than 1/2 again on what you likely paid and more than you would have paid getting a system from a reputable re-seller.
