Any way to recalibrate my iPod Touch Screen?
Works fine for about 10 minutes but then when I touch the screen on the bottom, it acts like I touched the top. Restarting the iPod temporarily fixes the problem but then recurs.

You can’t. Apple only has the calibration machines released to service centers for iPhone, any iPod Touch or iPad repair and calibration is done in factory.
