Snowy Hybrid  sounds like a failing digitizer. Use something like this video to replace it. The digitizer is available at multiple places like ebay, amazon etc.

If a new digitizer does not fix this, then the issue could be with the touch IC on the motherboard. Hard to repalce it since no oard schematics are availalbe. Try a new digitizer first.
