Hello, good morning. I have a PS4 Slim, but when I turn it on, the LED just keeps flashing blue. It won't even enter recovery mode, as it doesn't make the second beep. What could be the problem? Thanks a lot.

Sound like BLOD indeed..
I’m afraid you need to open it up and check the APU.
You can easily try a reflow first and see what happens.
Guide: (is for the PS3, I know, but just to give you the idea!): Yellow Light of Death Repair
Most of the time a temporary fix, but a good way to test. Otherwise you would like a reball, but this is very difficult and you most likely need to ask a local repair shop.

Would using washers work, too? It’s a method that seems to yield good results.
You could try that! But I think this is to prevent issues. I’m afraid the solder under the APU is already broken… sorry!
