Depends on which fan -- if it's the AC fan, it's usually under the dash where the glovebox is - you want to clean the blower motor. That's usually the one that gets dirty, because it's sucking so much junk in. I don't know what the situation for there for parts (if it has to be replaced because it's breaking as well), but in the US we tend to stop selling Kia/Hyundai parts as soon as they are bordering on 15 years old, whereas others like Toyota and Honda aren't prone to that issue.
