If this is the heater it may be a TABODD JSD16L but I can't find a user or service/parts manual for it.
You said "....i turn on water and then turn on heater it ignites...". Usually with instantaneous gas water heaters they need water to be flowing through them first before they ignite, so as to prevent damage to the heat exchanger in the unit. So this appears to be working OK
If it tries to ignite without any water flowing it could be a faulty flow sensor that is used to detect that the water is flowing through the heater - sticking perhaps.
Does altering the water regulator setting affect its operation? Is the water supply pressure to the heater sufficient?
