Depending on which version of iTunes you have I have seen the Microsoft Store version fail - Apple pushes it (even internally, by procedure) but it's a bratty piece of software. Get it from the website: https://www.apple.com/itunes/

If it persists, stop and check the cable - it's usually that; and 3 strikes means lost encryption key and complete data loss unless a restart saves you (not consistent). The problem is Lighting phones are a known issue here due to the way they fail - silently. It will charge your phone, but it will have issues on the data lines. The other thing I see cause issues is adapters, which cause issues with Lightning. It's rare but sometimes bad ports do it -- ask me how I know from my Dell E6540 and 6440 which were notorious for losing the USB port on the VGA side to failure. USB-C iPhones seem fine, but they're also not aged yet to the point of knowing how robust the cable is. That said my 15 Pro cable is still good nearly 2 years later - so they might have built them to not fail within a year.
Buy a NIB cable from Walmart, Best Buy or your local Apple store, and try again. Brand new cable matched to your ports tends to fix it every time.
Take a look at your PC and see what you need. Rectangle is USB-A (Apple speak for USB), rounded means USB-C (Apple puts USB-C on the box here).
