It sounds like a paper jam to me, but correct me if I'm wrong, given the limited context here. That said, if it is the paper, these toploaders with the cheaper mechanism tend to do this with thicker paper and even low-quality paper. If you're using standard 20lb paper or 24lb paper, it might be the brand you're using - Epson's toploaders do not like cheap paper. You don't need top-shelf paper, but get a good brand like Hammermill and see how much it helps.
If the paper does not help, make sure it's not the rollers - dust and wear are pronounced on cheap Epson toploaders. The safe cleaning method is sheets like this with these printers: https://www.officedepot.com/a/products/2...
If the rollers are still picky, they might be worn in one area, which amplifies the issue due to the position of the feeder. There's not much you can do beyond hoping the repair is easy and cost-effective, or using 24lb paper and planning on replacement of the printer if the roller repair is not cost effective.

@oldturkey03 Hopefully not the worst case issue. There's a reason I prefer the bottom feeders for office-grade printers over these units, except the photo models (Sure Color, XP wide format and the 8500/8550). You need the top feed for heavy paper, but it's nothing but trouble on the cheap units.
