You may have to replace the steering wheel clockspring.
I can't find a video online for your model vehicle that shows how to do this, but here's a video that in general shows what's involved in replacing a steering wheel clockspring.
You also have to disable the air bag as well as you don't want it going off when doing a repair.
I think that the part number for the clockspring in your model is MK645546 ML233533 but you may want to verify this (examples only to show part)
Safest option is to get the service manual for the vehicle as this will show the procedure for how to replace it correctly and safely.

What is the year of the vehicle?
Have you checked if the 10A horn fuse - fuse # F14 in the fuse box is OK and not blown?
Check the fuse allocation chart (usually in the lid of the fuse box or the owner manual) to verify which fuse is used for the horn in your model as I only checked for a few different year models and it was the same numbered fuse.

The year of the vehicle is 2016 and the problem is not from the fuse the problem came from that cooper circle under the horn button because when I turn the wheel a little bit to the left the horn works but when the wheel stays straight the horn dies and won't work
