Here's a link that may help.

Note: Be aware that performing a hard reset will enable the Android FRP lock (factory reset protection) feature. If the phone has a Google account associated with it this means that after the reset to access the phone again to set it up will require knowing the account user ID and password.

If you can still access the phone before performing a hard reset (either by using the settings in the phone or the phone buttons) then remove the account from the phone (and also the phone from the account - login to your account online to delete the phone) then perform the reset.

This does not work on the HMD Skyline.

- Volume Up + Power simple reboots the device. It does not bring up bootloader, fastboot or anything else. Its a functionless key combination on this phone.

- Volume Down + Power at least brings you into the fastboot menu, although your only options are "Start" "Restart Bootloader" or "Power Off".

Which means for hard reset or recovery, both key combinations are useless.

I have contacted HMD, who at first replied with the same standard "Volume Up + Power" function. However, I obviously pointed out to them that it does not work. I am still awaiting feedback on it from them.

However, should I not get it promptly I will just return the device as it is of no use to me if I can't access it. I am sure they themselves have all the tools required for a factory reset. But they (and iFixit) can be sure I won't be purchasing another HMD device if something as basic as the standard android recovery does not work - no matter how "repairable" it may be.
