Really strange one, console boots up and shows the PlayStation loader like normal, but then without a disc in it doesn’t come up with Browser/configuration, it just goes black.
Very strange, it loads games up fine and works perfectly other than this.

Is the console modded? Because it sounds like it is.
Anyway, it's possible that the modchip is broken or not configured correctly.
I can't help you with the modding part, but I recommend to remove it, if it's there.
If it's not modded at all, then it's broken on firmware level. This is very difficult to fix and basically a motherboard replacement is required....

How can I tell if it’s modded? I’m assuming you mean at hardware level, if you let me know what to look for I’ll open it up and take a look!

You will probably see a chip with a LOT of cables soldered on to the motherboard. That would be the mod chip! You can share photo's with us if you are not sure! Thanks :)!
