Is defrost timer part of control board ?
Defrost sensor good and heater good. Both continuity.
Where is heater fuse located.
My model is GNE27jymnffs, same as above model except JYM. S JSM model

The defrost timer circuit is part of the control board.

Run the diagnostic test mode t11 to test the defrost feature as described by the manual
Looking at the schematic the defrost heater gets power from control board plug connector J19 pin 2.
Looking at images of the control board (p/n WR55X40448) there's a relay right next to the J19 plug socket, so perhaps it has to operate so that power is extended to the heater when required. It may be worth checking.
Take note of what it states for the t11 test regarding why the heater may not turn on. Did you check the freezer evap temp sensor is OK?
