My Hp ProBook 4540s automatically turns on when I plug in the charger, I have removed the battery and immediately I plug the charger the charger light blinks once and the laptop turns on. I will appreciate any suitable support. Thank you.

There are a couple of places to look at when setting this behavior.
Your BIOS settings which can be accessed by turning the device off, waiting about 5 seconds and then turing it back on... immediately hit the escape key (esc) until a 'startup menu' appears. Press F10 to enter Computer setup.
use a mouse or the arrow keys to navigate through the options. I can't say exactly which menu to look at as BIOS menus and options vary but you should find something along the lines of power state after power failure (as in: "if the power goes out and then comes on again do you want me to start or not") select as appropriate.
That should fix it. If Not ...
Depending on your Operating system there will be similar Power options there so look for those and change the behavior, again it will vary with your operating system. If you can't find it yourself with some effort let us Know your Operating system and version and we can then tell you where and how to fix that.

Thanks for the support, while I waited for help now when I plug the charger the charging light blinks once along side with the system led but will not display anything after some few seconds the fan starts running none stop and the caps key blinks twice.

A two blink Caps lock light error code indicates a problem with the BIOS.
Try a full power refresh (aka BIOS reset) and check if that resolves the problem.
Here's the procedure:
Disconnect the charger if connected and turn off laptop if it is on.
Remove the main battery from the laptop
Open the laptop and then remove the RTC coin cell battery from the motherboard. Unfortunately for you, the RTC battery is located on the underside of the motherboard, so you will need to remove the motherboard from the case to get to it.
Here's the maintenance and service guide for the laptop. Go to p.55 and p.103 to view how to remove the battery and RTC battery respectively.
When you have removed the RTC battery, measure its voltage. if it is <2.6V DC or >4-5 years old, replace it. Search online for 683502-001 to find suppliers that suit you best.
Reverse the above steps to reassemble the laptop and check what happens what you try to start it.
If it starts OK there may be a message regarding the date and time being incorrect. This is normal as the BIOS has been reset. Once the D&T have been adjusted, the message won't appear the next time the laptop is started.
