There are a couple of places to look at when setting this behavior.

Your BIOS settings which can be accessed by turning the device off, waiting about 5 seconds and then turing it back on... immediately hit the escape key (esc) until a 'starup menu' appears. Press F10 to enter Computer setup.

use a mouse or the arrow keys to navigate through the options. I can't say exactly which menu to look at as BIOS menus and options vary but you should find something along the lines of power state after power failure (as in: "if the power goes out and then comes on again do you want me to start or not") select as appropriate.
That should fix it. If Not ...
Depending on your Operating system there will be similar Power options there so look for those and change the behavior, again it will vary with your operating system. If you can't find it yourself with some effort let us Know your Operating system and version and we can then tell you where and how to fix that.
