Just because the batteries share similar connections and the voltages are the same the current it offers as well as what it takes to charge is not the same. The 17" battery is more powerful than the 15" as such it can overload the logic board logic.
Please you the correct battery for the system, at this point the logic board likely needs repairs in addition.

Try it without a battery connected, If it still won't boot up then it is very highly likely the logic board has been affected by the voltage overload from the incorrect and more powerful battery that was wrongly used.

I have tried to disconnect battery and then I held power button for 15 second and then I plugged in in same time and then fans moves very fast and I pressed power button to off but still no turn on
