You will likely need to buy a replacement screen and follow this procedure. The screen should come with the touch digitizer which seems to be the problematic component in your device.

You mention a touch screen issue, implying it's not the LCD but rather the digitizer that's the problem, but then you say the bottom and top ONLY (?) register touch.
