That's usually a WIC error, espeically when you get hard stop errors like "parts inside your printer need replacement" along with the hard stop :-(. Most of the newer Epsons indicate that the pad is full, but a significant number of the older models, using the 88/69/68/48 carts (as well as all prior models), display a false error, stating that a part needs replacement. (Well, it is true parts are used up, but it doesn't help you.)
That model has the NVRAM WIC flag, not a chipped pad - I know because we have this in the US and it's the rut of the ET-2000 series in the US. The 3000 and up have a modular pad. The 2400 is the closest match in the US for this one. The Epson P/N is 1749772. However, check your borderless waste pad if the printer supports it - they tend to follow. The modular padded printers are a BIT nicer in that the borderless pad lasts several cycles even with heavy borderless use but they tend to go in pairs on the low end. There's not a known part number for the borderless pad, but if you can find a SM it will have it. SM can be found here: https://www.2manuals.com/product_info.ph...
Once you swap both out (do both for your own sanity if you print borderless photos), use WICReset to clear the counter.

Is it alternate blink or blink at the same time for the power light and the warning lamp?
