Funny you ask. That depends on what flavor of dead the board is and how it came to be that way.
There's actually a Guide I wrote for exactly this reason. But if your board is dead as in it is causing the machine to not power on (and you're sure it's a board issue), ultimately you have two options. Hope an Apple Authorized Service provider can access the data via DFU mode. Or have the board repaired for the purpose of data recovery.
