Just spoke with Apple support again and she mentioned a step no other support advisor mentioned...reset the NV RAM. To do this, I held the Option, Command, P and R keys while starting the computer. I held the keys for 20 seconds and the computer did another restart, after which I released the keys. This has stopped the flashing for now. If the flashing restarts again, I'll add to this post. After using the computer for a couple of hours, the problem with the touch bar is back.

Apple might not endorse this but a strip of gaff tape over the whole thing solves the annoying flashing. Blacked out and gone. Battery life will probably still exceed woeful but, hey! it is a Mac!

In my experience this is a sign that the Touch Bar's display is failing and needs to be replaced. It's not an unusual issue, but it is a bit of a gnarly repair due to the sheer amount of adhesive involved.

This is the process for a 2020 model, which will be quite similar as far as getting the touchbar itself out. Just for point of reference.

@djz18 That's a good question. And I don't blame you for not wanting to undertake it yourself. I would ask friends or family if they have any local recommendations. I don't have any specific suggestions, aside from not Apple since they will not do this repair independent of a full top case replacement, which is quite pricey.
