Try using internet recovery (Command + Option + R) instead.

we have MacBook Pro from 2015 and it was failing exactly in the same way. On Apple web was to press "Command + R" and i had followed the Guide, but when i tried your advice "Command + Option + R" there was brand new version of the guide and it worked.

So people : try (Command + Option + R) instead.

Seems there’s an answer here: re installing OSX problems. May be linked to outdated certificates, and the only way I think you can solve this is by creating a new installer on to a USB key, or by (somehow) setting your clock back before you install. I couldn’t figure out the clock option since I already formatted the system, so I am trying the USB route.

The clock can be set from an external bootable drive (making sure you aren't connecting to the Internet's time server - Unplug your Ethernet or WiFi connection) when using the USB bootable installer. Or using the a terminal session Changing system date from Terminal – OS X recovery

Trying to access the Apple servers over the internet to do the internet recovery will cause your system to access the time server (resetting the date to the correct date) so you can't get the OS installed.
