White Screen Startup No empty Folder

I have seen another post about this but it looks like it fell apart. There was no good result in that one so lets get s good one in this one.

Boots, Chimes and engages all devices (fans, dvd, speakers).

Lights up all four LED on board.

Continues to run but never shows apple or empty folder.

The following have been done with no success.

-Replaced HDD

-PRAM reset

-Commnd+C restart

-Safe restart

-load OSX disc and attempt hardware test

-Replaced Memory

-Swapped a good screen into it

-tried to use a 2008 20" iMac board but got a strange repeating chime... dont think it liked a board from another model.

Now I need some other logical thoughts.

Hook it up to an external monitor and see what you get.

This is a different type of problem. Please start your own question and elaborate on being able to create a folder. Do you also show a curser?
