Yes I am 99.9% sure. There are two RAM slots and there should be 1 RAM chip in each slot and there are 8 GB of RAM as base model so I suggest 1 4 GB chip in each slot.

Review the Mac mini Late 2018 Teardown Step 6, where you'll see both slots are populated each with a 4 GB modules for a total of 8 GB.
