This ultra low power CPU based system has its limits. It's not designed to be more than a web surfer or school notebook.
I think you'll need to get a more powerful system if your system is thermally throttling.

Intel altered the naming which I think may have confused you: I5-7Y54 chip and the m7-6Y75 chip Also note the TDP is the same!
