How do I reincarnate my MacBook Pro safely?

I called Apple they told me its going to cost me 300.00 to fix this issue.

I just got this laptop from my son. Its a 2011 but hardly used.

Within a week of having this the rainbow round thing comes on when I try to search internet.

I do not have 300.00 to fix this. I'm hoping someone can help me. I need my laptop.
