iPadOS 9.xx is quite old and Apple has removed the older Apps within the iOS Apps Store with releases from iOS 15.xx on back. I don't even think you can even upgrade your iPad's iOS at this point to even the last version it could support which is iOS 9.3.6

So while remote if you have a backup of your stuff within iCloud you could still restore from it. You might find some web based Apps which will run under iOS Safari but that's about it.
