Intermitten LED #2 on Logic Board

-I have a good working power supply. It has been tested as wells the logic board. When I plug the AC plug into the electric outlet without turning on the Mac, the #1 LED lights which it should. The fans keep starting and stoping and the #2 LED blinks off and on. Is this normal? When I press the start button it continue to do the same. Could there be an open circuit?
