Make sure the engine is off and the spark plug wire is removed and away from the spark plug. If the engine has been running, make sure that the muffler has cooled down before beginning.
Use a socket wrench with a 1/4" hex bit or a 1/4" wrench to remove the three 13mm screws holding the outer flange.
Remove the flange.
