The 'c-clamp' piece of the sternum strap fits over a plastic tube or ‘rail’ that is inside the backpack strap. At the bottom of this rail there is a fabric flap.

Pull back the fabric flap to expose where the rail ends. This is where the c-clamp was designed to be slid on and off.
