Use a Phillips screwdriver to adjust the carburetor idle screw until the tachometer reads as close to 3100 RPM as possible:

Turn the idle screw clockwise to increase RPM

Turn the idle screw counterclockwise to decrease RPM

Once the idle has been set, shut off the motor and disconnect the tachometer.
