The Bolt has multiple plates:

a metal plate below the bolt head

a cornered black plate , then comes the bike rack

one metal between the bike rack and the frame

Main goal is to strip everything from the frame, thus the rest of the bike racks screws do not have to be removed, since the complete bike fender must be removed
