Is it possible to diagnose with 100% accuracy whether a Motherboard is physically damaged when it has malicious software and is only partially compromised—especially if all your other devices are in the same condition, and you don’t have clean installation media or any way to replace or reflash the motherboard BIOS?
That also includes UEFI BIOS diagnostics.

If the system is able to boot up under its OS without errors the CPU has not failed, it's possible the system’s firmware could be infected which may create issues. Many of the better antivirus Apps can scan the firmware as well as OS-level infections.
I would start there, diagnostics won't catch all possible failures. You state other devices are encountering issues what are you seeing? Are you getting any errors?
