Some fast chargers are not compatible with the Sony WH-1000XM3.
Try plugging them in through a wall adapter with lower power, less than 40W is recommended.
Some people on the internet also suggest "hitting the right ear with your hand a few times." I don't know why that would help but why not!
If all else fails, it could be a software glitch - a factory reset might help. You would hold the power and NC/Ambient buttons together for 10 seconds as per Sony's article which I recommend you read through.
