I got the new battery installed and drained it all the way down
Does go to 100% but I have to restart it to get the percent to change and when it does it says around 71% or 80% until it dies.

Where did you purchase the battery from? If it wasn't an OEM part or made by a reputible manufacturer, it may be lacking some of the necessary sensors for determining percentages properly.
However, there is a quick fix that may work that you can try:
If this does not calibrate the battery properly, unfrotunately, the best option is probably to purchase a new battery. You can get an OEM battery from Google on the iFixit shop website: Google Pixel 8 Pro Battery - Genuine

Ok, great. If you purchased this from iFixit, I would suggest that you contact their customer service. If the battery does not work, they should probably give you a replacement/refund
Drained it until it turned off
Put it on the charger for I want to say 12 hours
charged to 45%
plugged it back in after that and charged to 100%
that was this morrning, had it off the charger from 8am to 2pm it is telling me it is at 98% right now. It is acting like it does not want to update the percent.
