What is the proper Charger for TCL 30 XE 5G?

According to the specifications it's a USB-C 18W charger.

If the Samsung charger specifications are for 18W or more e.g. 20W or 30W then it should work in your phone. The charger won't supply more voltage than what is set by the phone i.e. phone tells charger what it wants - if fast charging then it will be 9V, if not fast charging then it will be 5V.

If the Samsung charger doesn't specify the output wattage then it may just be a standard charger and not one that supplies more than 5V, which is enough to charge a battery albeit slower than when fast charging (9V) is provided.

An 18W USB-C charger can supply up to 2A at 9V or whatever the charger's 5V amp supply is set for e.g. 0.5A, 1A etc, by the phone.

USB-C is universal so as long as the appropriate number of pins (max number is 24) are wired and in a USB-C charger's cable plug it could be used with any device USB-C device.

Whether it supplies 5V or 9V (or more) depends on what the USB-C controller in the device is configured for.

Some USB-C cables supplied with a device or the device's USB-C port don't have all the pins, only the ones necessary for standard 5V charging and data transfer.

They may only have the pins as determined necessary by the manufacturer so maybe not all the various USB-C functions will work e.g. if the device doesn't support fast charging (9V required) then maybe those pins aren't provided (either in the USB-C port in the device or the cable) i.e. in lieu of them having the full 24 pins, they may only have 8 or 10 etc.

The CC1 and CC2 (A5 & B5) pin connections are the ones used to signal what voltage is supplied to the device from the host. In your case the device = phone, host = charger
