Have you checked that the condenser fan is clean of any dust etc that may be slowing it down?
Run the diagnostic test 00 02 (Dispenser self test mode). - This is to check if all the LED segments and the dispenser board are working OK as the mini manual doesn't show any codes that have letters in lieu of numbers.
Given the symptoms it may be advisable to run tests 00 24, 00 25 & 00 26 as they will check if the thermistors (temp sensors) in the refrigerator compartment are all OK.
If you find the problem and it's a faulty part that needs replacing, here's the parts list that is useful.
Locate the wanted part in the list and note the part number that is shown for it. Search online for the part number only, to find suppliers that suit you best.
If you search on YouTube for (insert wanted part number) replacement, sometimes if you're lucky, you'll find videos on how to remove/replace the part.

Run test 00 47 an 00 48 as this will test whether the refrigerator and freezer evaporator fan/fan operate circuits are OK or not.
Just to clarify.
There are two evaporator fans used. One inside the refrigerator compartment and one inside the freezer compartment. The condenser fan is located outside the compartments near the compressor unit.
FF2 showing --- is not good as this indicates that it is not working.
There are two thermistors (temp sensors) used in the refrigerator compartment but I don't know which one is FF1 and which is FF2.
Here's an image showing the case parts in your model. The two thermistors are part #945 and #955 (the freezer (FZ) thermistor is part #508)
You may have to access and disconnect them and manually test them using an Ohmmeter to check if they're OK and if they are, check that their wiring back to the control board is OK as well.
If one is faulty, they are both GE part number WR55X10025 (supplier examples only)

If memory serves from when I had a GE fridge a couple of upgrades ago I seem to recall that the 071o is the number of occurrences of the error (71 in this case), and the 000d is the number of days since the last occurrence.
