It is in fast boot mode

@finojunior you are not giving us any history :-). We would need to know if you have tried anything to fix this and what may have preceded this. The first thing I would do, is to try to boot into safe mode.

Press and hold the power button to bring up the power menu.

• If available, long-press the "Power off" option to see if it prompts you to restart in Safe Mode.
• If your device boots up safe mode, then it is possible that this is caused by a bad third party App.
• If a third-party app may be the cause. Go to Settings > System > Reset Options to perform a factory reset.

Should that not work you can try a factory reset. This will erase all your files on this phone.

• Power off your phone
• Press and hold the Power and Volume Up buttons simultaneously until the Vivo logo appears.
• When you see the Android logo with a red exclamation mark, press the Power button and then quickly press the Volume Up button once to access the recovery menu.
• Use the volume buttons to navigate to "Wipe data/factory reset" and the power button to select it.
• Confirm the action to reset the device.

Should this not work as well, you are having a hardware issue (RAM?) or will need to flash the ROM.

Firmware, software, flashing and missing (forgotten) passwords are really not what we deal with on here. We are more of the hardware repair kind of group. For your "issue" I suggest you check those forums like this one, that deal with that.
