Replaced battery and now WiFi won’t turn on. No WiFi shows in BIOS but driver shows in device manager and Dell hardware test says it is working, though obviously not.

Try a full power refresh and check if that resolves the problem.
Turn off the laptop (if it is on) and disconnect the charger (if connected), open the laptop and disconnect the battery from the motherboard. You don't have to remove the battery, just disconnect it.
Press and hold the laptop's Power button operated for a full 30 seconds and then release it.
Reconnect the battery to the motherboard, reassemble the laptop, connect the charger and turn on the laptop.
Allow it to fully boot into the OS before checking if the WiFi is OK or not.
Also since it is a new battery, if you haven't already done so, uninstall the Microsoft ACPI Compliant Control Method battery drivers in Device Manager → Battery and then once they're uninstalled, close all open windows and restart the laptop in the normal manner.
When it restarts Windows will reinstall the battery drivers but this time with regard to your new battery and not the original battery
