Rtx 3070 No display, fans are spinning

To help you properly we need to know more. IS this a new problem, a first install, what is your PC, what have you tried, what are you connecting to and how... etc.

But, general troubleshooting that might help you:

1. Ensure all power connectors are properly seated to the GPU.

- Use the correct 6-pin and 8-pin connectors don't use adapters if you don't have to.

2. Ensure the HDMI or DisplayPort cable is firmly connected at both ends. IF possible Try a different cable and/or port.

3. Check your BIOS Settings (see your computer manual)

4. Ensure the GPU is properly seated in the PCIe slot.

5. Check your motherboard settings to ensure the PCIe slot is set to the correct generation; Gen 3 or Gen 4.

6. Perform a CMOS reset by pressing the reset if equipped or removing the motherboard battery for a few minutes, then reinstalling it. (again check your manual for how to do this)

7. Ensure the latest NVIDIA drivers are installed. Use the NVIDIA driver installation tool for assistance. Note, sometimes the newest one IS NOT the best choice, if this happenned after a driver update, try rolling back to the version that worked.

8. Check the monitor input settings to ensure it is set to the correct source (HDMI or DisplayPort) and that you are using the same port!

If none of that worked try another graphics card to see if the RTX 3070 is the problem. Also ensure your power supply unit (PSU) is adequate for the RTX 3070. An older or lower-quality PSU may not provide sufficient power, for example a stock HP pavilion from 10 years ago probably has insufficient power output to feed the RTX 3070. And, Last, see if your monitor works with a different device.
