Check if the BIOS After Power Loss setting that allows the PC to turn on automatically when the power is connected is set to Power On.

If it is, change the setting to Power Off

To get into BIOS, turn on the PC and then quickly and repeatedly press the F10 key before the PC boots into Windows.

When in BIOS go to Advanced → Boot Options → After Power Loss
