Ipad touchscreen and home button not working

I'm guessing you've got a couple of problems. With the digitizer unglued from the frame, that means the flex cables could be susceptible to damage. If pressed for an opinion, it sounds like the home button cable may be torn, which means you can kiss Touch ID goodbye since Apple is the only one who can pair a new home button and they don't fix iPads.
The ghost touch situation may be a little more hopeful though. It is possible the one of the digitizer cables is also damage which could account for your issues, but it's also possible the insulation between the digitizer and the frame has been damaged, allowing stray signals to come in and be interpreted as touch inputs. The digitizer replacement guide specifically mentions that possibility when installing a new touch screen and has a suggestion how to fix the problem.

Pull up the guide and jump forward to Step 43. They show the areas where the insulation needs to be and talk about using Kapton tape to keep the issue from happening.
So my suggestion would be to follow the guide through Step 43, then get out a magnifying glass and go over those flex cables with a fine tooth comb looking for tears or extreme bends the could account for the signals being disrupted.
Worst case you can probably get your iPad back in business by replacing the home button and digitizer, with the understanding that you'll be giving up Touch ID if that's of concern, but it's possible adding the insulation could get the digitizer working again. We won't know for sure about the home button until you have a chance to check the cable and see if it's in one piece.

Has anything happened to your iPad recently, such as being exposed to liquid, dropped, a system update, etc.?

I dropped it a few years ago and it caused the digitizer screen to lift up, it can come completely off. I powered it on today for the first time since.
