Right joystick issue. Not drift

I have an xbox one controller that if the right stick is pressed up, it goes directly to -1 on that axis and stays there. The joystick returns to center but the position does not. It does not register any other position, even though it does show the joystick movement. The joystick has been replaced with a new one and it is the same issue. Problem with the board?

More info. I can push the right analog stick to .975 without an issue. Once it gets pushed all the way up, it immediately triggers fully down and stays there. If I push down, it goes up. Right and left does trigger but it still says fully down, even when I release the joystick and it returns to center. If I unplug the controller and plug it back in, it resets the position back to center. Anybody have anything like this issue?
