smartphone restarts in loops and stuck on the xiaomi logo

Every time I try to restart the smarphone, it get stucks on the xiaomi logo and restart again in loops without initializing the operating system. I tried to force the recovery and I have the same problem ( stuck on fastboot logo).
I can't turn off the smartphone either.
