Yes, It looks like it can be done as a DIY. Looking through the service manual right now but it's to big to post one here.
My biggest concern with that is always the air bag. I would hate for that thing to deploy while you work on it. Anyhow, start with videos like this one as well as for the module itself use this video
Yes, the module will have to reprogramed by using a Forscan unit. you may need to find someone that either has one of those or you will need to depend on your dealer. May still be cheaper then what they originally quoted you.

@oldturkey03 The big problem is the left side lever (wipers, turn signals, high beams) doesn't work. Additionally all the controls on the steering wheel don't work. Less concerned about those. The big issue my brother raised about doing this at home is if the control module would need to be programmed.
