ELECTROLUX E23CS75DSS1 side-by-side ref not cooling

I have an ELECTROLUX E23CS75DSS1 side by side refrigerator. It is 18 years old and last week it stopped cooling the freezer side. I had the temp set for freezer at -18c and it was getting only to 2c to -1c. The temp for refrigerator side was set at 1c and it gets close to 2c. I cleaned condenser and compressor (it was only moderately dirty) and it didn't help. So I took the panel from inside the freezer compartment and noticed that ice formed around the evaporator. I used a hairdryer and got rid of the ice and when I turned it on again, the evaporator fan ran for a few seconds and then stopped. I unplugged the refrigerator and plugged back again, and now it shows flashing '2' on the freezer temp control and 21c on the refrigerator temp control. It is not cooling at all. Can someone help me to troubleshoot/fix this issue?

Try pressing and holding the On/Off button on the control panel for 3 seconds and check if the compressor and evaporator fan turn on again. You will have to manually operate the freezer door switch (if the door is open) otherwise the evaporator fan will not operate.

I did that Turned off first, wait for two minutes and turned it back on (with freezer door switch in closed position). When i turned it back on the display shows -21c for freezer and 1c for refrigerator for 5 seconds and then freezer display starts blinking 2. Compressor and evaporator fan did not turn on. Is there a way to bypass the controller board and test the compressor and evaporator to see if it works - to isolate the problem before replacing the controller board?

I don't know how to safely bypass the board when trying to power the compressor.

Is the condenser fan operating when you first connect power to the refrigerator?

If it isn't operating then there's no power coming from the board to turn it on. Looking at the schematic, the condenser fan is on the same operate circuit as the compressor, so it seems that there's a problem with the board.

If it is operating, then it could be a faulty start relay (part # 297237702

I don't know. I think it must be somewhere inside the refrigerator compartment.

The parts diagram isn't that explicit. It is part # 50(241509101)

I took the backcover by the compressor but could not find a controller board there. Instead I found a bunch of cables coming from inside the refrigerator compartment - see below
