Internet is off but mobile data is on?

Was trying to turn off pop up ads that just started appearing. No connection it would say when I would try searching. I got pop up ads to stop then factory reset my phone hoping to get internet back. Phone works can send and receive messages. That's it. WI fi is needed for anything else
