Are you sure that it won't read games? As if it won't turn on, it's hard to test that part.
Anyway, to start with is:
1: Check the fuses on the motherboard. Are they still fine? If not, please replace them (soldering is required).
2: When the DS turn on, test all the parts. If the game card reader failed, then please clean it first with isopropyl alcohol. If it's still failing, then it need to be replaced (soldering is required).
3: Which display is white? Can you still see something through the screen? If not, replace the screen and see if it got better or not.
Please let us know how that goes, a motherboard replacement is probably easier to fix it if it does have water damage.
