1994 Chevy Silverado K1500 transmission not shifting into 2nd gear

My 1994 Chevy Silverado 1500 4 x 4 is having an issue shifting from 1st gear into 2nd gear unless I back off the accelerator at 21 miles an hour then it will shift. Do you know what the cause of this is? Possibly the vacuum modulator?
